In the Republic of Ireland, the results of the vote on a constitutional amendment were in line with the agreement: the agreement called for the creation of an independent commission to audit police rules in Northern Ireland, “including ways to promote broad Community support” for these agreements. In Northern Ireland, there have been important precautions towards external parties – whether Dublin, London or Washington – that have tried to influence events in Ulster. In some cases, such outside involvement has fuelled suspicion rather than strengthening the authority that these foreigners wanted to promote. The participants in the agreement were composed of two sovereign states (the United Kingdom and the Republic of Ireland), with armed forces and police forces involved in the riots.
